    Panchayat Samiti

    Brief Information

    Panchayat Samiti is the block (taluka) level local self-government institution in the three-tier Panchayati Raj system. The Panchayati Raj system consists of Zilla Parishad at the district level, Panchayat Samiti at the block level, and Gram Panchayat at the village level. Effective implementation of development schemes in rural areas, coordination with Gram Panchayats, and ensuring that citizens receive the benefits of various government schemes are among the important functions of the Panchayat Samiti.

    Law and Act

    The Maharashtra Zilla Parishads and Panchayat Samitis Act, 1961 is the principal law governing the establishment, composition, powers, functions, and responsibilities of Panchayat Samitis. The objective of this Act is to strengthen local self-government institutions in rural areas, implement development works, and promote rural development through public participation.

    Major Functions of Panchayat Samiti

    Various schemes and programmes related to rural development are implemented through the Panchayat Samiti at the block level. The major functions are as follows:

    • Coordinating with Gram Panchayats for the implementation of development schemes.
    • Implementing schemes for the development of agriculture and allied activities.
    • Promoting activities related to rural water supply and water conservation.
    • Taking necessary action for the development of rural roads and basic infrastructure.
    • Supporting the development of primary education and educational facilities.
    • Implementing programmes related to health, sanitation, and family welfare.
    • Promoting animal husbandry and dairy development.
    • Implementing schemes related to women and child welfare.
    • Implementing rural employment and self-employment schemes.
    • Ensuring that the benefits of Central and State Government rural development schemes reach eligible citizens.
    • Providing necessary administrative and technical supervision of development works undertaken by Gram Panchayats.
    • Coordinating the preparation of development plans and implementation of various development programmes at the block level.

    Eligibility to Become a Panchayat Samiti Member

    The eligibility and disqualification provisions for contesting Panchayat Samiti elections are governed by the applicable laws, rules, and election notifications.

    Generally, the following requirements are important for a candidate:

    1. The candidate must be a citizen of India.
    2. The candidate must have completed at least 21 years of age.
    3. The candidate must be enrolled in the electoral roll of the concerned constituency.
    4. The candidate must not be subject to any disqualification prescribed under the law.
    5. For a reserved seat, the candidate must fulfil the eligibility requirements of the respective reservation category.
    6. The candidate must fulfil all other requirements prescribed by the Election Commission and applicable laws.
