Brief Information about the Scheme
- From the financial year 2005–06, on the occasion of the birth anniversary of Late Yashwantrao Chavan (12th March), an award scheme has been implemented for Zilla Parishads and Panchayat Samitis which have performed excellently in administrative management and development work among Panchayat Raj Institutions at Divisional and State level.
- Since the R.R. (Aba) Patil Sundar Gaon Scheme has been renamed as “Smart Gram Village” and implemented separately from the financial year 2016–17, Gram Panchayats are not included in this award scheme.
- Under this scheme, the best performing Zilla Parishads and Panchayat Samitis are selected based on evaluation of work done in the previous financial year.
- Award winners are presented with a memento and certificate, along with the prize amount. Meritorious officers and employees are honoured with a badge and certificate of appreciation.
- Only the first prize winning Panchayat Samiti at the divisional level and the first ranked Zilla Parishad from each division are eligible for theState Level competition.

Prize Details
- At the State Level, Zilla Parishads securing first, second and third ranks are awarded ₹30.00 lakhs, ₹20.00 lakhs and ₹17.00 lakhs respectively.
- At the State Level, Panchayat Samitis securing first, second and third ranks are awarded ₹20.00 lakhs, ₹17.00 lakhs and ₹15.00 lakhs respectively.
- At the Divisional Level, Panchayat Samitis securing first, second and third ranks are awarded ₹11.00 lakhs, ₹8.00 lakhs and ₹6.00 lakhs respectively.
- The award distribution programme is organized every year by His Excellency the Governor, under the chairmanship of the Hon’ble Chief Minister and in the presence of the Hon’ble Deputy Chief Minister.

Budgetary provision is made every year for prize distribution and programme expenses.
Nature of Benefit
This is an incentive-based scheme. The prize money awarded to Panchayat Raj Institutions is meant for group benefit and institutional development.
Scheme Criteria
A Government Decision is issued every year. Annexure–A for Zilla Parishad and Annexure for Panchayat Samiti attached to the Government Decision include detailed questionnaires, performance indicators and evaluation methodology. (Government Decision dated 23.11.2020).
