    Brief information about the scheme

    The Panchayat Provisions (Extension to Scheduled Areas) Act, 1996 has been enacted in 10 states of the country. Came into force on 24th December, 1996. At the central government level, this Act is being implemented by the Ministry of Panchayati Raj (MOPR). In the state of Maharashtra, the main responsibility for the implementation of PESA Act has been entrusted to the Department of Village Development and Panchayat Raj. Scheduled areas of Maharashtra include 13 districts (Pune, Thane, Palghar, Ahmednagar, Nashik, Nandurbar, Dhule, Jalgaon, Nanded, Amravati, Yavatmal, Chandrapur and Gadchiroli), 59 talukas and 6000 pesa villages in 2895 gram panchayats. It is planned to hand over the responsibility of implementation of the Pesa Act to the State Pesa Cell regarding Scheduled Areas.

    The Hon’ble Governor, vide notification dated 30th October 2014, has implemented PESA 5% Bonded Fund Scheme in the year 2015 for the entire Scheduled Areas of the State of Maharashtra. The state of Maharashtra is the first and only state in the country to implement such a scheme. In this scheme, a provision has been made to give 5% of the total tribal component scheme fund of the Tribal Development Department directly to Gram Panchayats. The responsibility of monitoring this scheme has been entrusted to the State Pesa Cell.

    Responsibilities assigned to Pesa Cell :

    1. Hon. To carry out the responsibilities assigned by the “Tribal Cell” in the office of the Governor.
    2. Planning, monitoring and evaluation of restricted funds 5% of the total outlay of tribal deployment.
    3. To review the creation of new pesa village by gram sabha and coordinate with revenue and all other concerned department for notification of pesa village.
    4. To review the sale and disposal of minor forest produce.
    5. To review the management of land resources by Gram Sabha.
    6. Establishment of gram sabha fund in all pesa villages, technical assistance for the same and review of its transparent utilization.
    7. Micro-planning, social audit and empowering Gram Sabha as per the needs of the village.
    8. To study the need and feasibility of the activities to be implemented from the 5% bond fund and to guide in planning.
    9. Management of 5% bond fund of Tribal Upyojana made available to Pesa Gram Panchayat, Expenditure Utilization Certificate etc. It will be mandatory to coordinate the matters with the Pesa Chamber.
