New National Biogas and Organic Manure Management Programme
Introduction : Traditional energy tools such as petrol, kerosene, coal, natural gas and wooden fuel are the energy tools that end up in the course of time. To reduce the burden on their use, the National Biogas Development Programme has implemented from 1982 – 83 to improve the standard of living of women in rural areas, maintain general cleanliness and environmental balance.
Rural India generates enormous quantities of bio-waste including animal waste, kitchen leftovers, crop residue, market waste and faecal sludge. Biogas is an environment friendly fuel. The programme has fine-tuned the subsidy scheme, strengthened the institutional framework at district and taluka level, supported new & innovative biogas plant models, supported women empowerment through usage of biogas plants & organic farming.
Objectives :
- Setting up of biogas plants for clean cooking fuel, lighting, meeting thermal and small power needs of users which results in GHG reduction, improved sanitation, women empowerment and creation of rural employment.
- Organic enriched Bio-manure: The digested slurry from biogas plants, a rich source of manure, shall benefit farmers in supplementing/reducing the use of chemical fertilizers.
Scope of Biogas Programme :
To attain the above mentioned objectives and for popularization of the biogas sector, this scheme covers setting up of small and medium biogas plants ranging from 1 M³ to 2500 M³ biogas generation per day for individual users, farmers, poultry, goshalas, slaughterhouses, dairies/co-operatives, industries/organizations and others.

Implementation Mechanism :
This scheme is implemented by the Agriculture Development Officer, Agriculture Department, Zilla Parishad at the district level. Under this scheme, the central government determines the goal of biogas plants every year. The objective set is distributed to all the Zilla Parishads in the state. To fulfill this objective, the Central Government provides 100% funds to the state in 2 to 3 installments.
Criteria of the Plan :
- While implementing the scheme, it should be implemented by a group of beneficiaries.
- People should participate in determining the demand for biogas plants.
- Beneficiaries should be selected from families with two or more animals.
- If the number of such families is high, a group of such villages should be selected.
- In the districts where biogas plants are functioning well and maintenance and repair facilities are available, a higher target of biogas plants should be allocated.
- When distributing objectives, the biogas plants should be allocated considering the number of trained masons from NGOs and entrepreneurs.
The Central Government has revised guidelines on 02 November 2022 for new rates of construction of biogas plants. The new rates have been implemented from the financial year 2022-23.
