    Chief Minister Samruddha Panchayat Raj Campaign (2025–26)

    Background

    The Rural Development Department of the State Government has decided to implement the ambitious
    “Chief Minister Samruddha Panchayat Raj Campaign”.
    The main objective of this campaign is to enhance efficiency by incentivising Zilla Parishads,
    Panchayat Samitis and Gram Panchayats based on their performance, to infuse new energy through
    a competitive environment, to ensure effective implementation of government schemes,
    to deliver scheme benefits to the last mile in rural areas, and to improve the quality of life
    of rural citizens.

    To create a people’s participation movement in Gram Panchayats and to provide easy services to rural citizens,
    this campaign will be implemented from the financial year 2025–26, focusing on strengthening
    Gram Panchayat participation in the fields of health, education, livelihoods and social justice.

    Objectives of the Chief Minister Samruddha Panchayat Raj Campaign

    Campaign Duration

    From 17 September 2025 to 31 December 2025

    Seven Major Components of the Campaign

    1. Good Governance-Oriented Panchayat (Citizen-Centric Administration)

    • Providing 5,592 online services of 27 government departments through Aaple Sarkar Service Centres
    • Redressal of all citizen grievances
    • Developing a Gram Panchayat website and publishing all relevant information
    • Installation of CCTV cameras in villages
    • Issuance of Ayushman Bharat cards to eligible beneficiaries
    • Issuance of identity cards to eligible persons with disabilities

    2. Empowered Panchayat (Own Funds, CSR, Public Contribution)

    • Collection of more than 80% house tax and water tax
    • Mobilising public contributions of ₹2 lakh per 1,000 population
    • Enhancing self-generated income of Gram Panchayats

    3. Water-Rich, Clean and Green Village

    • Providing clean tap water supply to all households
    • Reducing electricity bills to zero through use of solar energy
    • Strengthening water sources
    • Use of non-conventional energy
    • Tree plantation and conservation
    • Solid waste and wastewater management
    • Complete ban on the use of prohibited plastic

    4. Convergence of MGNREGA and Other Schemes

    • Effective implementation of the Employment Guarantee Scheme
    • Works such as soil and water conservation, cattle sheds, biogas units, goat rearing, onion storage structures, etc.
    • Contribution of ₹28,000/- for housing construction

    5. Strengthening Village-Level Institutions

    • Provision of all facilities in Gram Panchayat offices
    • Upgrading the quality of schools and Anganwadis
    • Maximum utilisation of solar energy
    • Development of crematoriums
    • Playgrounds and gymnasiums

    6. Livelihood Development and Social Justice

    • Completion of approved housing works
    • Active participation of Self-Help Groups
    • Enabling women to become “Lakhpati Didis”
    • Skill training and employment for youth
    • Formation of farmer groups to enhance productivity

    7. People’s Movement through Public Participation and Voluntary Labour

    • Creating a mass movement through public participation
    • At least one day of voluntary labour every week
    • Improving connectivity through road repairs

    Pre-Campaign Preparations

    Training of citizens and officials/employees through workshops at the state, district, taluka and village levels.

    Special Gram Sabha

    A special Gram Sabha will be organised in all Gram Panchayats on 17 September 2025,
    where resolutions regarding participation in the campaign will be passed and component-wise groups will be formed.

    Journalist Award

    One rural journalist who performs outstanding work in creating awareness,
    enhancing public participation, and reviewing the implementation of the
    Chief Minister Samruddha Panchayat Raj Campaign will be awarded a state-level.
