    National GramSwaraj Campaign

    Introduction

    The Central Government, by integrating various programs under the 12th Five Year Plan, implemented an umbrella program, “Rajiv Gandhi Panchayat Empowerment Mission-RGPSA”, in the state during the period 2013-2018, as per the government decision dated March 3, 2014, to strengthen the Panchayati Raj system.

    The centrally sponsored scheme “Rashtriya Gram Swaraj Abhiyan” was implemented in the state by restructuring this scheme from the year 2018-2019 to the year 2021-2022 as per the government decision dated February 20, 2019. The central government has made some amendments in this and announced the scheme “Revamped Rashtriya Gram Swaraj Abhiyan” for the period from 01.04.2022 to 31.03.2026. This scheme is sponsored by the central government and the proportion of funds for this scheme is 60% central share and 40% state share. Date: September 16, 2022, the Rural Development Department, Government of Maharashtra has issued a government decision for the implementation of this scheme in the state.

    Mission Objective

    1) To develop good governance capacity in Panchayat Raj institutions to achieve Sustainable Development Goals (SDGs).

    2) To build capacity to develop leadership qualities in Panchayat Raj institutions, i.e. Gram Panchayats at the third and lowest level of public representatives.

    3) To ensure adequate utilization of available resources to address important national issues, convergence of various schemes,

    and to enhance the capacity of Panchayats for inclusive local governance.

    4) To build the capacity of Panchayat Raj institutions to increase their own sources of income.

    5) To strengthen Gram Sabhas to bring transparency and accountability in the Panchayat Raj system and to increase public participation.

    6) To empower Panchayat Raj institutions by taking into account the provisions and objectives of the Constitution of India and the PESA Act, 1996. Transfer of responsibilities.

    7) To create a network of institutions of excellence for training, empowerment and guidance of Panchayat Raj Institutions.

    8) To strengthen the institutions for capacity building at various levels in Panchayat Raj Institutions and to empower them to achieve quality standards in terms of infrastructure, availability of human resources.

    9) To take e-governance and other technology based measures to improve the accountability and transparency of Panchayat Raj Institutions, administrative efficiency and quality of service.

    10) To give incentive awards to Panchayat Raj Institutions for their achievement of Sustainable Development Goals and other achievements.

    11) To enhance the capacity of all stakeholders in various sectors through publicity, dissemination and publicity.

    12) To exchange information, concepts and initiatives through national and international organizations.

    13) To promote the development of local self-government institutions to achieve the above objectives. Capacity building, creation of infrastructure, technical assistance, provision of manpower.

    Vision

    As per the 73rd Amendment to the Constitution of India, Panchayats are empowered to prepare and implement Panchayat Development Plans (PDPs) for economic development and social justice and to achieve the goals of sustainable development. Capacity building programmes are being implemented to strengthen the proactivity, transparency and commitment of rural local self-government institutions to empower them.
