    Pradhan Mantri Awas Yojana – Rural

    Pradhan Mantri Awas Yojana – Rural, launched on 1 April 2016, is a flagship initiative of the Government of India through the Ministry of Rural Development (MoRD), implemented by the Ministry of Housing and Urban Affairs (MoHUA). The objective of PMAY-G is to provide a solid house with basic amenities to all homeless families and those living in crude and dilapidated houses.

    PMAY-G addresses the rural housing shortage and addresses the housing shortage in rural India, contributing significantly to the ‘Housing for All’ mission. Under PMAY-G, the minimum size of households is 25 square meters, with a dedicated area for cooking clean food. By 27 September 2022, construction of 2.00 crore houses has been completed out of the total target of 2.72 crore. Beneficiaries are identified using Socio-Economic and Caste Census (SECC) criteria and verified by gram sabhas. The amount is directly transferred to the beneficiary’s linked bank account/post office account. PMAY-G has been extended for next two years i.e. till 31 March 2024.

    The ratio of central and state fund allocation is 60:40.

    60% of the target to be achieved under the scheme is distributed to Scheduled Castes/Scheduled Tribes (SC/ST), Others-25% and Minorities-15%.

    5% of the total target is reserved for persons with disabilities.

    Beneficiaries are selected from the Permanent Waiting List (PWL) prepared by the Gram Sabha on the basis of information from Social, Economic and Caste Survey (SECC-2011) and Awasplus survey in the year 2018-19 as per guidelines dated 01/08/2016.

    Aims and Objectives:

    PMAY-G aims to provide a fixed house with basic amenities to all homeless families and those living in unstable and dilapidated housing in rural areas by 2024. Its immediate objective is to include 1.00 crore households in rural areas. For three years from 2016-17 to 2018-19, those who are homeless or living in unstable/dilapidated housing and to construct high quality houses by the beneficiaries using local materials, design and trained masons. It is proposed to adopt a housing approach through convergence to build houses.

    Advantages:

    For flat areas, financial assistance of ₹ 120,000 per unit; and financial assistance of ₹ 130,000 per unit for hilly areas, difficult areas and IAP districts (Himalayan States, North Eastern States and Union Territory of Jammu and Kashmir).

    Interested beneficiaries can avail institutional finance (loan) of up to ₹ 70,000 at a low interest rate of 3% for construction of permanent houses.

    The maximum principal amount eligible for subsidy is ₹ 2,00,000. The minimum size of the house shall be 25 square meters including a dedicated area for cooking clean food.

    In collaboration with Swachh Bharat Mission-Grameen (SBM-G), beneficiaries receive financial assistance of up to ₹ 12,000 for constructing toilets. Through convergence with MNREGA, beneficiaries are entitled to employment as unskilled labor (Gram Rozgar Sevak Training) at ₹ 90.95 per day for 95 days.

    Along with Pradhan Mantri Ujjwala Yojana, LPG connection has been made available in every house.

    Coordination with various government programs for water pipes, electricity connection, clean and efficient cooking fuel, social and liquid waste treatment etc.

    Payments are made directly into bank accounts or post office accounts through electronic means linked to Aadhaar.
